I presume you're using Gnu TeXinfo? This does indeed stick the toc at
the end (thus enabling itself to process a document with no cross-
references in one pass). The negative page numbers cause the number
to come out in lower-case roman numerals (analagously to the way plain
TeX's \folio does the job). I guess the GNU people just don't have
access to printers that force duplex printing...
I don't know of any other packge that prints toc at the end and gives
it negative page numbers. In my use of TeX, this arrangement is far
from `usual'.
